Description
Regression test for https://github.com/PickNikRobotics/moveit_pro/issues/23315.
The moveit_pro_py extension and the planning_scene_monitor library each link their own copy of the license check, and
both must pass in one process. Keep this test alone in its file so that neither copy has run before it. The original
failure only reproduces in a GCC build, where spdlog's registry is shared across modules. The licensing package's
license_logger_test covers it under any compiler.
