Create a geometry_msgs::msg::TwistStamped and writes it to the Blackboard.

Data Port Name	Port Type	Object Type
reference_frame	input	std::string
linear_velocity_xyz	input	std::vector<double>
angular_velocity_xyz	input	std::vector<double>
stamped_twist	output	geometry_msgs::msg::TwistStamped

The Behavior checks to see if the input values linear_velocity_xyz and angular_velocity_xyz are of size 3.
